21st May, 1936.

I have the honour to refer to your secret

telegram No.62 of 29th March, 1936, and to Sir Thomas

Southorn's secret despatch of 9th December, 1935, and to

inform you that expenditure incurred up to the 31st March,

1936, on the Kai Tak Aerodrome extension was, approximately,

as follows:-

Resumptions $97,000.00

Filling in

$110,000.00

$207,000.00

Expenditure on the works will have to be met

entirely from loan funds, and, while I do not propose that

the Air Ministry should be asked to bear interest charges

accrued hitherto, I consider that it would be inequitable to

expect this Government to shoulder the entire burden of these

charges if payment is to be any longer delayed.

3.

I would be grateful therefore if you could see

your way to press the Air Ministry for payment at an early

date, representing that this Government does not consider that

it should be called upon to bear interest charges at 3 1/2% arising subsequently to 1st April of this year.
